Why Vessel Bunkering Quality Matters More Than Ever in 2026

Why Vessel Bunkering Quality Matters More Than Ever in 2026

The IMO 2020 Legacy and Beyond

The introduction of the IMO 2020 sulphur cap transformed the bunker fuel market globally, including at Nigerian ports. Vessels operating on compliant VLSFO (Very Low Sulphur Fuel Oil) or MGO face compatibility risks when switching fuels, and the market now carries a wider variety of fuel blends with varying stability and ignition quality characteristics. This makes fuel testing and documentation not just good practice but operationally essential. Since the cap came into force, there have been documented cases of vessels worldwide suffering engine damage, filter clogging, and fuel system failures due to non-compliant or unstable bunker fuel. These incidents are expensive — repairs, off-hire time, and port detentions can cost vessel operators millions of dollars. Prevention starts at the point of supply.

What Responsible Bunkering Looks Like

At JR Limited, responsible bunkering means several things in practice. Every delivery comes with a Bunker Delivery Note (BDN) signed by both parties, a product specification sheet, and a certificate of quality from the sourcing depot. Where clients require it, we coordinate independent marine surveyors to attend the delivery, conduct ullage surveys, and certify the transfer. We source our bunker fuels from verified, licensed depots and refineries and maintain traceability from product origin to vessel delivery. This is not just about compliance it is about protecting our clients' vessels and their operations from the consequences of fuel-related incidents.

Port State Control and Flag State Implications

Port State Control (PSC) inspections now routinely examine bunker delivery records as part of broader environmental compliance checks. Vessels without proper BDNs, or with documentation that does not match the fuel on board, face detentions that can quickly run into tens of thousands of dollars per day. For vessel operators calling at Nigerian ports, working with a bunkering supplier who provides complete, accurate documentation is not optional — it is a commercial necessity.
JR Limited prepares all documentation before delivery and ensures every record is available to the vessel master and vessel's agent at the point of completion. Our clients have never faced a documentation-related PSC deficiency arising from our deliveries.
